So we read Genesis 1:1 - In the beginning, God created the heavens and the earth. But then, what did He do before creating thee universe?
This is really a tough question and the answer, if any, is not so obvious from scripture. Maybe the question has never crossed your mind before now; maybe it has. But since you're here now, we shall attempt to provide an answer. We pledge to stay within the confines of what is already revealed to us. We will look at a couple of places, then draw a logical conclusion.
Let's do this!
If we run straight to John's First Letter, with Genesis 1:1 in mind, we'll find a powerful description of this 'God' that created the heavens and the earth. This understanding of God, hopefully, will bring us a step closer to the answer we're searching for. After all, common sense suggests that you'll need to know someone enough to know the things the person could (not) have done.
Now, John tells us, "This is the message we have heard from Him and announce to you, that God is Light, and in Him there is no darkness at all (1 John 1: 5)."
If you've carefully read the book, you'd have quickly recognized that every other thing John talked about afterwards stemmed from this simple but profound revelation.
If we go a little further to 2:8-11, we'll see this:
"Again, I give you a new law, which is true in him and in you; for the night is near its end and the true light is even now shining out.
He who says that he is in the light, and has hate in his heart for his brother, is still in the dark.
He who has love for his brother is in the light, and there is no cause of error in him. But he who has hate for his brother is in the dark, walking in the dark with no knowledge of where he is going, unable to see because of the dark."

By this strong assertion, John shows us something tangible with which we can easily verify the claim of being in the light. He shows us that the only proof that you're in the light is your love. If you watch, from that point in his letter, Love became the central theme of discussion; and later (in 4:8), he came to the profound conclusion: God is love.
So, let's now attempt to answer the question.
Whereas He that created the heavens and the earth is Light, and whereas the only proof of being Light is loving, we therefore posit this:
That before God created the heavens and the earth...
He loved!
"The LORD appeared to us in the past, saying: "I have loved you with an everlasting [eternal] love; I have drawn you with unfailing kindness." (Jeremiah 31:3 NIV)
